印度战略视野下的印俄关系:新发展、限度与走向

India-Russia Relations from the Perspective of India’s Strategy:New Development,Limitations and Prospect

近年来,印俄战略伙伴关系持续升级,防务与能源领域成为“印俄特殊特惠战略伙伴关系”的主要支撑,但在“印太”概念、涉巴问题、涉阿问题、涉伊问题上仍存在较大分歧;原有的合作基础也日益弱化,这使双方的战略伙伴关系表现出某种不确定性。印度战略身份新定位、两国防务合作弱化、经贸关系萎靡以及受美国与中国等外部力量制约,都可能影响印俄关系的未来走向。可以预计,从短期看,印俄战略合作的根基尚未动摇,印俄关系将保持总体友好的主基调;从长远看,鉴于印度“西南方大国”的战略身份转向,印度或将给俄罗斯带来全新的历史挑战。

In recent years,the India-Russia strategic partnership has been continuously upgraded,and the field of defense and energy has become the major support of the “India-Russia special and privileged strategic partnership”.However,there are still great differences between the two countries on the concept of “Indo-Pacific”,and issues related to Pakistan,Afghanistan and Iran.In addition,the original basis of cooperation between India and Russia is also weakening,which makes their strategic partnership unstable in some sense.The new positioning of India’s strategic identity,the weakening of defense cooperation between the two countries,the sluggish economic and trade relations and the constraints of external forces from the United States and China,and so on.may affect the prospect of India Russia relations.It can be predicted that in the short term,the foundation of India Russia strategic cooperation has not been shaken,and India-Russia relations will maintain the main tone of overall friendship.However,in the long run,in view of the strategic identity shift of India as a “south western power”,India may bring new historical challenges to Russia.
