中国高校学分制高阶探赜:学分制调控功能的立意、变迁与时代因应 被引量:11

摘要 高校学分制具有牵动高校人财物分配的重要功能,有助于激发高等教育办学活力,促进教育资源更加公平合理地配置。学分制的多种初阶功能被学者不断探讨,但研究结果又十分零散,尚未抓住主脉。缘此,研究提出学分制的调控功能是学分制的高阶功能,其在高校教学资源调控、财务收支调控、人员流动调控方面发挥了重要的带动作用。通过回顾中国学分制调控功能的历史变迁,并运用社会主义市场经济理论对其进行分析,提出学分制调控功能高效发挥的时代因应,以此为进一步深化高等教育管理体制改革助力。 The credit system in colleges and universities has the important function of affecting the distribution of people and property in Colleges and universities.It helps to stimulate the vitality of higher education and promote a fairer and more reasonable allocation of educational resources.Many primary functions of the credit system have been explored and discussed by scholars,but the research findings are very scattered and have not yet grasped the main thread.Therefore,this study proposes that the regulatory function of the credit system is the high-level function of the credit system,which plays a leading role in the regulation of teaching resources,financial revenues and expenditures and personnel flow in colleges and universities.By reviewing the historical changes of the regulatory function of China's credit system,and analyzing it with the theory of socialist market economy,this paper puts forward current time's responses to the efficient play of the regulatory function of the credit system,so as to further deepen the reform of higher education management system.
