人力资源和社会保障基本公共服务标准化的现状与对策

Current Situation of and Countermeasures to Standardization of Basic Public Services in Human Resources and Social Security

人力资源和社会保障基本公共服务是国家基本公共服务的重要组成部分。人力资源和社会保障部成立以来,高度重视发挥标准化对人力资源和社会保障事业发展的促进作用,探索建立了人力资源和社会保障服务标准体系,明确了基本公共服务项目清单,制定完善服务标准,以标准化促进公共服务的均等化、普惠化和便捷化,基本公共服务标准化建设持续发展并取得明显成效。同时,人力资源和社会保障基本公共服务还存在标准体系不完善和标准化建设不均衡等问题,需进一步优化基本公共服务的项目范围及其标准,细化和落实基本公共服务项目的设施建设、功能布局、施工规范、设备配置、人员配备、服务流程、管理规范等软硬件标准要求,加强服务标准之间的统筹衔接和基础设施设备共建共享,推进标准化建设深入开展,造福人民。

Basic public services of human resources and social security are important components of national basic public services.Since establishment,the Ministry of Human Resources and Social Security has always attached importance to the role of standardization in promoting the development of human resources and social security.It has explored and established a standard system for human resource and social security services,defined a list of basic public service items,formulated and improved service standards,and promoted the equalization,inclusiveness and convenience of public services through standardization.The standardization of basic public services continues to develop and has achieved remarkable results.However,the investigation results show that there are still some problems in the basic public services of human resources and social security,such as imperfect standard system and unbalanced standardization construction.It is necessary to further optimize the project scope and standards of basic public services,refine and implement the facility construction,function layout,construction specifications,equipment configuration,staffing,service process,management norms and other software and hardware standards,strengthen the overall connection between service standards and the co-construction and sharing of infrastructure and equipment,and promote the in-depth development of standardization for the benefit of the people.
