供需匹配下江西高校科技人员创业政策体系优化

The Optimization of Entrepreneurship Policy System of Scientific and Technical Personnel in Jiangxi Universities Under the Matching of Supply and Demand

近年来,我国虽然出台了不少支持鼓励高校科技人员创业的政策,但存在政策供需匹配度较低和政策供给失效等问题。基于供需匹配理论,分别从江西省政府和江西高校科技人员出发,分析了高校科技人员创业政策供需和政策体系之间的作用机制,即通过不断调整政策供需差异,以达到政策供需匹配均衡状态;并结合GEM创业阶段和MOS模型,提出创业政策体系理论框架,在此框架指导下,构建高校科技人员创业政策四大支持体系:创业教育培训体系、创业政策落实体系、创业融资支持体系以及创业环境政策体系。

In recent years,China has been encouraging scientific and technical personnel of universities to start their own business,but there are some problems such as low matching degree of policy supply and demand and policy supply failure.Therefore,based on the theory of supply and demand matching,starting from Jiangxi provincial government and scientific and technical personnel of Jiangxi universities respectively,this paper analyzes the interaction mechanism between the entrepreneurship policy supply and demand and policy system,that is,constantly adjusting the policy supply and demand difference so as to achieve the policy supply and demand matching equilibrium state.Combined with GEM entrepreneurship stage and MOS model,the theoretical framework of entrepreneurship policy system is put forward.Under the guidance of this framework,four supporting systems of entrepreneurship policy for scientific and technical personnel of universities are constructed:entrepreneurship education and training system,entrepreneurship policy implementation system,entrepreneurship financing support system and entrepreneurship environment policy system.
