高质量发展导向下的公共服务设施研究——《雄安新区规划技术指南(试行)》公共服务设施篇章的探索

PUBLIC SERVICE FACILITIES UNDER THE GUIDANCE OF HIGH QUALITY DEVELOPMENT:AN EXPLORATION ON THE CHAPTER OF PUBLIC SERVICE FACILITIES IN THE TECHNICAL GUIDELINES FOR THE PLANNING OF XIONG’AN NEW AREA(FOR TRIAL IMPLEMENTATION)

为贯彻获得中共中央、国务院批复的《河北雄安新区规划纲要》中提出的“坚持以人民为中心、注重保障和改善民生,引入京津优质教育、医疗卫生、文化体育等资源,建设优质共享的公共服务设施,提升公共服务水平”的要求,《雄安新区规划技术指南(试行)》公共服务设施篇章的编制,力图结合新型城市建设范式和以人为中心的新型城市治理模式开展,以公共服务设施的高质量发展为目标,对雄安新区公共服务设施的体系建立、标准设定及建设模式等提出构想和引导,促进公共服务设施效能的充分发挥。

In the Outline of Xiong’an New Area Planning approved by the Central Government,it is proposed to take people’s needs as the starting point,and focus on ensuring and improving people’s livelihood,introducing the high quality educational,medical and health care,cultural and sports resources of Beijing and Tianjin to this area,building high quality public service facilities,and improving the level of public services.In line with this requirement,the chapter of Public Service Facilities is formulated in the Technical Guidelines for the Planning of Xiong’an New Area(For Trail Implementation).With high quality development of public service facilities as the objective,this chapter proposes combining the new city construction paradigm with the new people-oriented urban governance mode,and puts forward related conception and guidance for the planning system,standard setting,and construction mode of public service facilities in Xiong’an New Area,with the aim to give full play to the effectiveness of public service facilities.
