治理视角下市级国土空间规划编制体系研究——以雄安新区为例

RESEARCH ON PREFECTURE-LEVEL TERRITORIAL PLANNING COMPILATION SYSTEM FROM THE PERSPECTIVE OF GOVERNANCE: A CASE STUDY OF XIONG’AN NEW AREA

各地方空间规划体系的建设,既是空间治理方式,也是城市治理能力的体现。研究以现代化城市治理为视角,以雄安新区为例,探索价值导向引领下的市级国土空间规划编制体系,提出由全域治理单元和多层次、网络化传导结构组成的空间网络架构;提出“战略—控制”两层次、多深度的规划编制体系,并从划分依据、单元类别、尺度规模、空间管控等方面提出空间治理单元规划的精细化编制方法;针对规划实施提出规划全周期、分阶段的动态维护和管理弹性适应等建议,为雄安新区建设现代化城市治理新标杆、为各地开展市级国土空间规划工作提供参考。

The formulation of local spatial planning system is not only a way of spatial governance,but also a manifestation of urban governance capabilities.From the perspective of modern urban governance and taking Xiong’an New Area as an example,the study explores the prefecture-level territorial planning compilation system under the guidance of value orientation,and proposes a spatial network structure composed of overall governance units and multi-level,networked transmission structures.A two-level structure from strategy to control and a multi-depth planning compilation system is presented,and a detailed compilation method of space governance units is proposed from the aspects of delimitation basis,unit type,scale,space management and control,etc.As for planning implementation,it suggests full-cycle and phased dynamic maintenance and flexible management adaptation.It hopes to provide a reference for the modern urban governance in Xiong’an New Area and the development of prefecture-level territorial planning at the local level.
