Value Orientation and Policy Practice of Intellectual Property in China's Economic Transformation:Toward a Unified View of State Governance

作为国家综合实力的重要表征,构建完备的现代知识产权体系是国家通往治理现代化的必由之路。从治理角度看,当前我国知识产权保护系统存在制度建设碎片、组织执行失调、服务体系不全等结构性短板,并成为创新驱动的“困点”。需要遵循问题导向,以现代化治理为整体框架,以知识产权强国战略为抓手,优化知识产权保护的顶层设计,疏通知识产权保护“梗阻”。通过知识产权治理结构的改革,使其契合新时代的知识产权保护的现实诉求,以期发挥知识产权在新常态下推动产业升级、经济高质量发展和现代化强国的积极支撑作用。

As a complete intellectual property system is a symbol of a state's comprehensive might,to build such a system is a must for the modernization of state governance.There are various sorts of structural weaknesses such as unbalanced system,organizational malfunction,and inadequate services in China's current intellectual property system,which have become obstacles to innovation.So,we should aim at the problems,build a framework of modern governance,formulate a strategy of using intellectual property to invigorate the nation,and optimize the top-level design of and remove all the barriers in intellectual property protection.We should reform the current intellectual property system and governance structure to meet the realistic demands of intellectual property protection in the new era,and give play to the supporting role of intellectual property in promoting industrial upgrading,developing high-quality economy and building a strong modern socialist country.
