以居民消费升级助力双循环新格局构建:现实挑战与对策建议

Promoting the Construction of a New Dual-Cycle Pattern with the Upgrading of Residents'Consumption:Realistic Challenges and Countermeasures

在构建国内国际双循环相互促进的新发展格局进程中,居民消费升级将发挥关键效用。文章首先从居民消费升级内涵及历程出发,明确居民消费升级特征呈现出消费个性化、消费便捷化、消费颜值化、消费绿色化。在此基础上,从塑造服务消费业态、优化消费结构、联动要素资源、提高服务贸易水平四个维度切入,探究居民消费升级助力双循环新格局的构建机制。但不可忽视的是,现如今居民消费升级助力双循环新格局运行中依然面临消费有效供给不足引致的供需约束、收入分配环节不畅引致的消费约束、技术引进创新缺失引致的产业约束、企业营商环境弱化引致的资源约束、短期消费复苏过热引致的管制约束等挑战。故此,本文提出深化供给侧结构性改革、差异化促就业保民生、强化技术要素市场化配置、加快效益型企业营商环境建设、规范和发展消费信贷等建议。

In the process of building a new development pattern in which domestic and international dual cycles promote each other,the upgrading of residents'consumption plays a key role.Firstly,starting from the connotation and process of residents'consumption upgrading,this paper clarifies that the characteristics of residents'consumption upgrade are personalized,convenient,good-looking,and green.On this basis,this paper explores the construction mechanism of the new dual-cycle pattern of residents'consumption upgrading from the four dimensions of shaping the service consumption format,optimizing the consumption structure,linking factor resources,and improving the level of service trade.However,what cannot be ignored is that,in the operation of the new dualcycle pattern driven by the upgrading of household consumption,there are still challenges such as supply and demand constraints caused by insufficient effective supply of consumption,consumption constraints caused by poor income distribution links,industrial constraints caused by the lack of technology introduction and innovation,resource constraints caused by the weakening of the business environment of enterprises,and regulatory constraints caused by the overheating of short-term consumption recovery.Therefore,this paper puts forward suggestions such as deepening the supply-side structural reform,promoting employment and protecting people's livelihood through differentiation,strengthening the market-oriented allocation of technical factors,accelerating the construction of a business environment for profitable enterprises,and regulating and developing consumer credit.
