基于军队改革和专业力量现状,论文对国防工程建设采用EPC模式的必要性和难点进行了分析,结合国防工程建设创新实践,阐述了EPC模式下项目的发包方式、组织管理模式及其绩效评价方法,提出了监管方式和技术创新策略。

Based on the current situation of military reform and professional strength,this paper analyzes the inevitability and difficulties of EPC mode of national defense engineering construction.Combined with the practice of national defense engineering construction,this paper expounds the project contracting mode under the EPC mode,organization management mode and performance evaluation method,puts forward the supervision mode and technological innovation strategy.
