摘要
考虑国民经济动员链包含多个供应主体和集散中心,且供应主体有一定概率发生中断,结合数量柔性契约构建包含采购、分配、运输过程的随机整数规划模型.运用带有精英保留策略的快速非支配遗传优化算法(NSGA-Ⅱ),求解供应中断情形下的国民经济动员链最优弹性,并探索了中断概率、契约参数等变化对于动员链最优弹性的影响.结果表明:在供应中断情况下,调整结构和资源运输调配计划能够最大化动员链弹性,但仍然无法恢复到正常状态;若政府职能部门与产品制造单位拟定更大的数量柔性契约参数,将会有利于动员链弹性的优化.
This paper considers that the national economy mobilization chain includes multiple supply agents,multiple distribution centers and a single disaster-affected point.Considering the supply agents have a certain probability of supply disruption,a stochastic integer programming model including the process of procurement,distribution and transportation is constructed by combining the quantity flexibility contract.The elitist non-dominated sorting genetic algorithm-Ⅱ(NSGA-Ⅱ)is used to solve the optimal resilience of the national economy mobilization chain under supply disruption.Then,the influence of the supply disruption probability and contract parameters on the optimal national economy mobilization chain resilience is explored.The results show that:In the case of supply disruption,the adjustment of structure and resource allocation plan can maximize the resilience of mobilization chain,but the resilience still cannot be restored to the normal state.If the government functional department and suppliers determine larger contract coefficients of quantity flexibility contract,it will be conducive to the optimization of national economy mobilization chain resilience.
