城乡融合发展政策的分析与思考--以浙江杭州、嘉兴和温州的相关政策为例

Policy Analysis and Reflection on the Amalgamation Development of Urban and Rural Areas--A Multiple Case Study of Hangzhou,Jiaxing and Wenzhou in Zhejiang Province

作为城乡一体化、城乡统筹等发展思路的延续和深化,城乡融合发展的直接动力来自“政策赋能”。各地的政策实践往往产生差异性后果,其重要原因在于政府目标与激励过程的适配与否,即政策在设置发展目标时,能否充分释放面向农户的激励元素。目标驱动与过程激励的关系组合将产生平顺、波折、变异、失败四种政策效果。回顾浙江的“撤村建居”“两分两换”“三分三改”等政策实施情况可知,在目标合理且得到农户支持的条件下,政策才会为城乡融合发展注入强大动力。

As the continuation and deepening of urban-rural integration,the direct force of urban and ru⁃ral amalgamation development comes from policy enabling.The important reason why policies enabling in some regions have different consequences lies in the relationship between government objectives and incentive pro⁃cess.Policies should not only set development goals,but also give farmers various incentives.The combination of goal driven and process incentive will produce four kinds of policy effects.Reviewing some cases in Zhejiang Province,it will be found that only when the goal is reasonable and supported by farmers can the policy pro⁃mote the amalgamation development of urban and rural areas effectively.
