从“治理共同体”到“生活共同体”:党建引领基层治理的社会整合功能实现逻辑

From“Governance Community”to“Life Community”:The Logic of the Realization of the Social Integration Function of Grassroots Governance Led by the Party Building

面对转型期社会分化以及基层治理碎片化的现实情境,依据中国共产党社会整合功能的理论共识,根植于党建引领基层治理的具体实践,构建一个“从治理共同体到生活共同体”解释框架,以阐释党建引领基层治理的社会整合功能及实现逻辑。治理共同体的建构解决的是各主体关系及资源的整合问题:一是通过基层党组织自身规范化建设,强化其自我身份认同及合法性权威;二是通过治理场域的建构与塑造,实现网络主体关系的整合与凝聚。生活共同体的建构主要解决人们社会生活领域中的有机团结问题:一是建立社会规范机制,培育公共价值;二是建立协商对话机制,增进社会包容;三是建立互助合作机制,形成利益共同体。概言之,党建引领基层治理社会整合功能的实现是一个从“治理共同体”到“生活共同体”的建构过程。

According to the theoretical consensus of the social integration function of the Communist Party of China,this article,facing the realistic situation of social differentiation and the fragmentation of grass-roots governance in the transitional period and rooting in the concrete practice of grassroots governance led by the Party building,constructs an interpretive framework“from governance community to life community”to ex⁃plain the social integration function of grassroots governance led by the Party building and the logic of its real⁃ization.The construction of governance community is to solve the relationship between main agents and the inte⁃gration of resources:First,to strengthen their self-identity and legitimate authority through the standardized self-construction of primary party organizations;Second,to realize the integration and cohesion of network agent relations through the construction and shaping of governance fields.The construction of life community is mainly to solves the problem of organic unity in people’s social life:First,to establish social norms and culti⁃vate public values;Second,to establish mechanisms for consultation and dialogue and promote social inclu⁃sion;Third,to establish mechanisms for mutual assistance and cooperation and form a community of shared in⁃terests.In a word,the realization of the social integration function of grassroots governance led by the Party building is a construction process from“governing community”to“life community”.
