摘要
生活圈规划是在社区生活圈注重生活空间和原来基本公共服务设施的硬件配置结合中形成的,更加关注生活满意度和归属感,也更加符合高质量发展背景下的城乡发展。文章立足于会宁县的基本公共服务设施(教育、医疗、文体、社会福利设施四大类)现状,进行基础本底梳理、挖掘,分析并研究现状公共服务设施配置中存在数量、质量、空间分布等的问题,进而以需求为主线、以基本公共服务设施均等化为原则、以构建全域生活圈服务体系为目标,充分考虑会宁县未来人口规模变化、城镇化水平,对会宁县中心城区进行公共服务配置体系构建。在此基础上,结合现有基本公共服务设施配置规范、经济发展水平以及地方实际发展诉求,从基本公共服务设施空间布局、建议指标和政策保障等角度为会宁县基本公共服务设施均等化配置提供智慧引导。
Life circle planning is based on the combination of community living circle’s focus on living space and the hardware configuration of the original basic public service facilities.It pays more attention to life satisfaction and sense of belonging,and is more in line with the urban and rural development in the context of high-quality development.Based on the current status of the basic public service facilities in Huining County(education,medical,cultural and sports,and social welfare facilities),this paper combs and excavates the basic background,analyzes and studies the quantity,quality,spatial distribution and other problems existing in the current public service facilities configuration.Furthermore,the paper takes demand as the main line,the equalization of basic public service facilities as the principle,and the construction of the service system of the whole life circle as the goal.It fully considers the future population size changes and urbanization level of Huining County,and constructs the public service allocation system for the central city of Huining County.On this basis,combined with the existing basic public service facilities configuration specifications,economic development level and local actual development demands,the basic public service facilities of Huining County are allocated for the equalization of the basic public service facilities from the perspectives of the spatial layout of basic public service facilities,recommended indicators and policy guarantees,so as to provide wisdom guidance.
