摘要
随着“交通强国”战略的实施,多层次轨道交通建设格局将发生新的变化,从认知和实践等方面出发,对多层次轨道交通互联互通进行研究。通过对国内外多层次轨道交通互联互通的实践分析,结合国家政策要求,认为由于建设、运营的主体不同,各种轨道交通实现物理上的“硬连通”存在各种制约。为满足旅客对轨道交通高质量的需求,既有各种轨道交通在条件许可的情况下,建议通过运营管理创新来实现各层次轨道交通的“软联通”;对于新规划建设的多层次轨道交通,应结合事权和财权的差异加强资源整合,整体规划,重点解决旅客“便捷换乘”;加强各层次轨道交通协调,实施一体化经营,实现多层次轨道交通的可持续发展。
The pattern of multi-level rail transit construction will undergo new changes with the implementation of the strategy of a country with strong transportation network. The paper put forward thoughts on multi-level rail transit interconnection from the aspects of cognition and practice. Through the practical analysis of the interconnection of multi-level rail transit in China and other countries, combined with the requirements of national policies, it is concluded that the existing multi-level rail transit development in China has various constraints on the physical “hard connection” of various rail transit due to the different subjects of construction and operation. In order to meet demands of passengers in terms of high quality, it is suggested to realize the “soft connectivity” of rail transit at all levels through operation and management innovation of existing rail transit under conditions permitting. For new multi-level rail transit, it is necessary to strengthen the integration of resources according to the different administrative rights and financial rights. It is suggested to make overall planning and focus on solving the “convenient-transfer” of passengers, strengthen the coordination of all levels of rail transit, implement integrated management, and realize the sustainable development of multi-level rail transit.
