人工智能赋能国家治理:定位、逻辑与实践

Artificial Intelligence Enabled National Governance:Positioning,Logic and Pratice

人工智能赋能国家治理的研究已经渐次展开,但实现人工智能精准赋能国家治理需要考察人工智能相关的理论定位、应用逻辑和实践内涵等问题。在理论定位方面,人工智能赋能国家治理的逻辑定位、价值定位、决策定位、协作定位、目的定位需基于以人民为中心、平衡公平与效率、提升治理效能等价值取向。在应用逻辑方面,需把握使用与规制的平衡、顶层设计与基层经验的融合、人治与智治的结合、有温度与有规则的统一、价值理性与工具理性的协同等逻辑。在实践内涵方面,需从加快治理内容的数字化采集、研发定制化的人工智能算法、构建智能化的数据治理大脑、建立人机协同的治理机制等方面加强建设。

Research on AI-enabled national governance has been gradually launched,however,to achieve the goal of accurately empowering national governance,it is necessary to examine the theoretical positioning,application logic and practical connotation of artificial intelligence.In terms of theoretical positioning,the logical positioning,value positioning,decision-making positioning,collaborative positioning,and purpose positioning of AI-enabled national governance should be based on the value orientation of people-centered,balancing fairness and efficiency,and improving governance efficiency.In terms of application logic,it is necessary to grasp the balance of use and regulation,the combination of human governance and intellectual governance,the integration of top-level design and grass-roots experience,the unity of warmth and rules,and the synergy of value rationality and instrumental rationality.In terms of practical connotation,it is necessary to strengthen the construction by accelerating the digital collection of governance content,developing customized artificial intelligence algorithms,building an intelligent data governance brain,and establishing a human-machine collaborative governance mechanism.
