摘要 日本是世界上为数不多有能力在全球开展基础设施建设的国家,以政府开发援助的方式推进基础设施建设始终是日本中亚外交的重点之一。中国提出“一带一路”倡议后,日本在中亚采取了“官民一体机制强化竞争力”“强化竞争与促进竞合双向推进”的应对措施,以期在强竞争力的基础上促进竞合关系,与中国开展第三方合作,保持其在中亚的影响力。掌握日本在中亚的基础设施输出及其应对“一带一路”的策略,有利于中国在竞争与竞合中掌握主动权、在中亚基础设施建设新局面中进行新的开拓、促进中亚基础设施建设新发展。 Japan is a country capable of carrying out infrastructure construction in the world.Promoting infrastructure construction through ODA has always been one of the priorities of Japan’s diplomacy in Central Asia.After China proposed the One Belt and One Road Initiative,Japan has taken measures such as“enhancing competitiveness through integrated mechanism of government and private enterprises”and“two-way promotion of competition and cooperation”.Its intention is to maintain Japan’s influence in Central Asia by promoting third-party cooperation with China.Mastering Japan’s infrastructure export in Central Asia and its strategy to deal with“One Belt and One Road”will help China to take the initiative in competition and cooperation,make new breakthroughs in the new situation of infrastructure construction in Central Asia,and promote the new development of infrastructure construction in Central Asia.
