Realistic Logic and Regional Layout of the Dual Circulation New Development Paradigm

回顾新中国成立以来内外循环建设的演进脉络,我国经历了从单一内循环至大口径外循环再到外循环地位下降的历史变迁。在后疫情时代,为有效扩大内需,我国致力于构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,这既是积极应对全球大变局的主动选择,也是有效增进本国人民福祉的必然要求。从中观经济布局视角来看,未来重塑双循环发展框架,可从区域经济网络建设着手,构建区域商贸网络、区域城市网络以及区域治理网络,以三维网络布局构筑起“双循环”新发展格局的重要支撑。

The so-called"dual circulation"refers to the full flow and effective allocation of a country's economic resources and production factors in the domestic and foreign"two markets"to achieve structural change and economic development in the economic circulation.Reviewing the evolution of internal and external circulation construction since the founding of new China,our country has experienced a historical change from single internal circulation to large diameter external circulation,and then to the decline of external circulation status.To effectively expand domestic demand in the post-epidemic era,China is committed to building a new development paradigm with the domestic circulation as the main body and the domestic and international circulations reinforcing each other.This is not only an active choice to actively respond to global changes,but also a necessary requirement to effectively improve the well-being of the Chinese people.From the perspective of meso economic layout,in order to reshape the framework of dual circulation development in the future,we can focus on the construction of regional economic network,and build regional trade network,regional city network and regional governance network,to build an important support of the new dual circulation development paradigm with three-dimensional network layout.
