“一带一路”背景下西北地区高校人才培养的战略选择

The Strategic Choice of Talent Training in Colleges and Universities in Northwestern China Under the Background of“One Belt,One Road”

“一带一路”倡议是中国主动应对全球形势、统筹国际国内大局做出的重大决策。“一带一路”的建设离不开高水平的各类专项人才做支撑,而西北地区作为“一带一路”倡议实施的“前沿阵地”,须抓住时代机遇,以复合型、创新型、管理型和国际化为人才培养目标,着力培养政策研究型、应用技术型和人文交流型各类人才,并结合区域社会发展实际,建立教育联盟,统筹人才培养资源;运用系统思维,制订人才培养方案;深化综合改革,优化人才知识结构;支持人才流动,提高人才培养水平,以期更好地为“一带一路”建设服务。

The Belt and Road Initiative(B&R)is a major policy decision made by China to take the initiative to tackle the global situation and to co-ordinate the overall domestic and international situation.The construction of B&R is closely associated with high-level professional talents in all fields.As the frontier of B&R,the northwestern part of China should seize the valuable opportunity,commit to cultivate interdisciplinary,innovative,administrative and international talents and devote to cultivate policy researchers,skilled technical workers and cultural exchanges communicators.It should also form educational alliances and properly allocate talents cultivation resources with the concern of the reality of regional and social development.The northwestern region should systematically design talent cultivation program,deepen the comprehensive reform,optimize the knowledge structure of talents,support the flow of talents and upgrade the level of talent cultivation so as to facilitate the development of B&R.
