“十四五”时期我国冰雪产业高标准市场体系建设研究

Research on High Standard Market System Construction of Ice and Snow Industry during the Period of the 14^(th) Five-Year Plan

通过文献资料调研、专家访谈及实地调研等研究方法,以政策性法规为引导,在判断我国冰雪产业市场现实发展特征的基础上,探究高标准市场体系建设的逻辑思路、生产要素配置要求及相应的制度保障。研究认为:目前我国冰雪产业市场中要素市场初步形成但存在变形,基础性冰雪要素流动性弱,创新型冰雪要素发育不足;“十四五”时期,冰雪产业高标准市场体系建设应聚焦冰雪产业市场主体、客体、对应的市场机制及相关制度与监管;建设的落脚点是高质量市场环境与冰雪服务生产;需要冰雪场地要素高效配置,冰雪劳动力要素有序流动,冰雪资本要素健康发展,冰雪创新要素协同补足;同时要求冰雪产权制度、进入退出制度、公平竞争制度及监管机制等起到保障作用。

Through the methods of literature analysis,expert interviews and field research,guided by policy regulations,on the basis of judging the actual development characteristics of China’s ice and snow industry market,this study explores the logical thinking of the construc-tion of high standard market system,the allocation requirements of production factors and the corresponding institutional guarantee.The results show that:The factor market in China’s ice and snow industry market has initially formed,but there are distortions,weak liquidity of basic ice and snow factors and insufficient development of innovative ice and snow factors;during the 14^(th) Five-Year Plan period,the construction of high standard market system of ice and snow industry should focus on the subject,object,corresponding market mechanism,relevant systems and supervision of ice and snow industry market;the foothold of construction is high-quality market environment and ice and snow service production;it needs efficient allocation of ice and snow field elements,orderly flow of ice and snow labor force elements,healthy development of ice and snow capital elements and the synergistic complement of ice and snow innovation ele-ments.At the same time,it requires that ice and snow property rights system,entry and exit sys-tem,fair competition system and supervision mechanism can play a protective role.
