农村公共体育服务供需矛盾的生成逻辑与治理启示--基于村落空间形态环境的分析视角

The Generation Logic and Governance Enlightenment of Contradictions between Supply and Demand of Rural Public Sports Service--Based the Analysis Perspective of Village Spatial Morphological Environment

为深化农村公共体育服务供需矛盾的系统认识,丰富新时代农村体育高质量发展的理论内涵与实践路径。通过文献资料调研、实地调查等方法,从村落空间形态(集中、组团和分散)环境的角度探讨农村公共体育服务供需矛盾生成的理论渊源与现实致因,构建相应的治理策略。研究认为:1)农村公共体育服务的供求特点受到村落空间形态环境因素的密切影响,村落空间环境的分异性决定了与之适宜的公共体育服务制度、数量、结构及配置方式因村而异;2)农村公共体育服务与村落空间形态环境的耦合性低是致其供需矛盾的重要理论渊源,实质是其制度、数量、结构和配置方式等要素与村落空间体育环境的不匹配、不适应及不平衡现象。计划管理体制依赖下的制度灵活性不足、数量趋同化、结构同质化及资源配置集中化的实然状态无法适应村落空间体育环境的多样性则是其供需矛盾的现实致因;3)农村公共体育服务供需矛盾地化解要建立遵循村落空间体育环境的治理逻辑,着力推进“以坚持居民体育权利的平等性为前提,以增强治理制度的灵活性为重点,以保证供给结构的适宜性为核心,以提升资源配置方式的科学性为保障”的供给侧改革。

In order to deepen the systematic understanding of the contradiction between supply and demand of rural public sports services and enrich the theoretical basis and practical path of the high-quality development of rural sports in the new era.The theoretical origin,realistic causes and governance path of the contradiction between supply and demand of rural public sports services are explored from the perspective of the village spatial form(concentrated,grouping and dispersion)and to construct corresponding governance strategies by using re-search methods such as literature and field investigations.The study suggests that:1)The sup-ply and demand characteristics of rural public sports services are closely affected by the environ-mental factors of the village spatial form,and the differentiation of the village spatial environ-ment determines the appropriate public sports service system,quantity,structure and configura-tion methods vary from village to village;2)the low coupling between rural public sports servic-es and the village spatial morphology and environment is an important theoretical source of the contradiction between supply and demand.The essence is that the system,quantity,structure and configuration methods and other factors which are mismatch,maladjustment and imbal-ance.The actual state of system rigidity,number convergence,structural homogeneity,and cen-tralized resource allocation under the dependence of the planned management system cannot adapt to the diversity of the village spatial sports environment,which is the actual cause of the contradiction between supply and demand;3)in order to resolve the contradiction between service supply and demand on rural public sports,it is necessary to establish a governance logic that follows the sports environment of the village space,and implement supply-side reform which focus on pro-moting“taking the equality of residents’sports rights as the premise,focusing on enhancing the flexibility of the governance system,and ensuring the suitability of the supply structure as the core,enhancing the scientificity of resource allocation.
