我国小城镇的角色演化特征及高质量发展建议

The Changing Role of Small Towns in China and Suggestions for Their High-Quality Development

小城镇是城市与乡村联系的重要纽带,在城镇体系中发挥着承上启下的作用。随着城镇化发展阶段变化,小城镇在其中的作用也发生着变化。同时,由于资源禀赋、区位条件和经济社会发展基础的差异,小城镇发展也出现了显著的分异。中国城镇化已经步入中后期,新型城镇化也处于深入推进的新阶段。但小城镇仍是合理城镇体系中不可或缺的重要环节,在国家新型城镇化、乡村振兴以及城乡融合发展战略的深入推进中具有重要意义。"十四五"时期,小城镇发展总体思路是因地制宜、分类引导、挖掘特色、精准施策,统筹异地城镇化和就近城镇化,促进小城镇健康高质量发展。

As important connections between urban and rural areas,small towns play a vital role in the urban system.However,with the evolution of urbanization,their role has also undergone changes.Meanwhile,due to the differences in resource reservation,local conditions,and foundation for economic and social development,there also emerged obvious divergences in the development of small towns.Nowadays,urbanization in China has reached the middle-and-late stage,promoting the new-type urbanization to a novel development stage.However,small towns are still the indispensable elements of a reasonable urbanization system with their great significance in the further promotion of the national new-type urbanization,rural revitalization,and urban-rural integration.During the 14th Five-Year Plan period(2021-2025),we should follow the general principles including adopting and implementing policies adapting to local conditions,providing specific and targeted guidance,exploring local specialties,and implementing strategies in a precise manner.We should also coordinate urbanization in different areas and nearby cities to promote high-quality development of small towns.
