政府规制在江苏省幼儿体育培训机构治理中存在的问题及原因分析

Analysis on the Problems and Causes of Government Regulation in the Governance of Children's Sports Training Institutions in Jiangsu Province

该文采用问卷调查法、专家访谈法、数理统计法等,对江苏省部分幼儿体育培训机构政府规制现状进行调查,主要对政府规制的问题和困境进行了分析,分析得出:机构接受的政策宣传效应较低、监管部门权责关系杂乱、被监督的频次和力度不够、政府监管手段缺乏创新。其原因为:功能性错配,主动性和服务意识不强;监管责任主体的政府治理能力存在系统性缺失;学习劲头不足,墨守成规意识严重。

By using the methods of literature,questionnaire,expert interview and mathematical statistics,this paper investigates the current situation of government regulation of some children's sports training institutions in Jiangsu Province.It mainly analyzes the problems and difficulties of government regulation and draws the following conclusions:The policy publicity effect accepted by institutions is low,the power and responsibility relationship of supervision departments is messy,the frequency and intensity of supervision are not enough,and the means of government regulation are lack of innovation.The reasons are:Functional mismatch,weak initiative and service awareness;There is a systematic lack of government governance ability of the subject of regulatory responsibility;Lack of learning motivation and serious awareness of conformism.
