统筹发展和安全深入推进城市社会治理现代化

Further the Modernization Urban Social Governance by Balancing Development and Security

习近平总书记指出:“推动创新发展、协调发展、绿色发展、开放发展、共享发展,前提都是国家安全、社会稳定。没有安全和稳定,一切都无从谈起。”统筹发展和安全,增强忧患意识,做到居安思危,是我们党治国理政的一个重大原则。城市社会治理是推进国家治理体系和治理能力现代化的重要内容。当前在推进城市社会治理现代化过程中仍存在发展与安全不能统筹兼顾,治理体制机制不够完善,叠加经济增速放缓、外部输入风险加剧等因素,给城市社会治理带来前所未有的挑战。因此,统筹发展和安全,深入推进城市社会治理现代化,要从城市运行全生命周期、加强基层组织建设、社区治理、公众参与、强化新技术手段运用、支持引导社会组织发展等六个层面健全完善城市社会治理风险防控体系,构筑城市社会治理共同体,营造安全有序的城市发展环境,使人民群众更有幸福感、安全感。

As General Secretary Mr.Xi Jinping has pointed out:"National security and social stability are the prerequisite for innovative,coordinated,green,open and shared development.Without security and stability,nothing is possible."To balance development and security,be more mindful of potential dangers,and be prepared for danger in times of stability is a major principle of our Party’s governance.Urban social governance is an important part of modernizing China’s governance system and capacity.At present,in the process of promoting the modernization of urban social governance,there are still some factors,such as development and security can not be taken into consideration,governance system and mechanism are not perfect,combined with the slowdown of economic growth,external input risks intensified,which bring unprecedented challenges to urban social governance.Therefore,integrating development and safety,further promoting the modernization of urban community governance,to operate the city running through the whole life cycle,to strengthen the construction of grass-roots organization,community governance,public participation,strengthen the new technology to use,support,guide the development of social organizations--totally six aspects consummate urban social governance risk prevention and control system,construction of urban community of social governance,We will create a safe and orderly environment for urban development,so that the people will have a greater sense of happiness and security.
