疫情防控常态化下“以房管人”的困境与出路——以北京市为例

The Dilemma and Solution of "Management by House" in Beijing under The Normalization of COVID-19 Prevention and Control

新冠肺炎疫情的暴发对人类社会生活产生了巨大影响,做好流动人口信息的收集与管理工作对于抗击新冠肺炎疫情具有重要作用。“以房管人”作为我国流动人口管理的重要举措,在当下北京市的流动人口管理工作中发挥的作用有限,租赁双方自主性的缺乏与信息共享的不足阻碍着“以房管人”有效性的发挥。究其原因,在于管理政策的疏漏和管理主体的认知偏差。对此,北京市“以房管人”管理办法应当着重从管理规定的可操作性、管理主体的专业水平等方面进行优化。

The outbreak of COVID-19 has had a huge impact on human social life,and the collection and management of information on migrant population plays an important role in the fight against COVID-19.As an important measure of China’s migrant population management,"management by house"plays a limited role in the current management of Beijing’s migrant population,and the lack of autonomy and information sharing between the leasing parties hinders the effectiveness of"management by house".The reason lies in the omission of management policy and the cognitive deviation of management subject.In this regard,Beijing’s"management by house"measures should focus on the feasibility of management provisions,management subject professional level and other aspects.
