城市公共安全动态隐患治理理念与实践探索

Exploration on the Idea and Practice of the Management of Dynamic Hidden Dangers in Urban Public Security

在当前风险社会背景下,只有首先对城市公共安全供给所处的新环境进行梳理才能结合城市特色、地区特点,形成城市安全治理的新思路。强调对于动态安全隐患的治理就是这一新思路的具体体现。动态隐患治理的实践,一方面需要将动态隐患治理的基本理念、基本原则运用于安全隐患的排查、发现、分析、整改、消除等具体环节,如“动态隐患清零”就是上海警方针对社会安全风险隐患而探索建立的工作新机制;另一方面要着眼于安全隐患治理的长效策略构建,从安全文化建设、多元主体培育、大数据体系建设、法律制度完善等多维度为城市公共安全供给提供对策。

Under the context of risk society,examining the new environment of urban public security supply is a prerequisite for the configuration of new urban security governance ideas dependent upon city features and regional traits.The new idea is well illustrated by emphasizing the governance of dynamic hidden dangers.The solid governance of hidden dangers necessitates two aspects,one is the application of the basic concepts and principles of dynamic hidden dangers into the extensive examination,searching out,analysis,amendment,eradication of dangers,like“dynamic clearing out”is the working mechanism innovated and used by Shanghai Police to solve social security dangers;the other is to focus on the construction of long-term mechanisms from the perspective of security dangers governance,to provide solutions to urban public security from manifold dimensions of security culture construction,multi-subject cultivation,database system building and legal system amendment.
