Research into the Innovative Development of Legal Aid System of Trade Unions in the New Era

工会法律援助工作是国家法律援助事业的重要组成部分。创新发展工会法律援助制度既是贯彻中央关于群团改革决策部署的必然要求,也是落实法律规定、加强工会服务职工和维护职工合法权益工作、维护职工队伍和社会稳定的重大举措,具有重要的现实意义。多年来,特别是群团改革以来,工会法律援助制度建设取得了突出成效,但也存在思想认识不到位、队伍建设亟须加强、运行机制有待完善、资金保障仍显不足等问题。研究认为,应从做好顶层设计、完善协作机制、培育人才队伍、创新工作机制、拓宽经费渠道等方面入手,创新发展新时代工会法律援助制度。

The legal aid work of trade unions is an important component of the national legal aid cause.The innovative development of legal aid system of trade unions is not only an inevitable requirement for implementing the central government's decisions on the reform and deployment of mass organizations,but also a major measure to implement the provisions of the law,strengthen the work of trade unions to serve workers and safeguard their legitimate rights and interests,and safeguard the workforce and stability of society.It is of great practical signifi cance.Over the years,especially since the reform of masses,outstanding results have been achieved in the construction of the legal aid system of trade unions,but problems also exist such as insuffi cient awareness of ideas,the urgent need to strengthen the team building,the operation mechanism to be improved,and the insuffi cient fi nancial security.It is suggested in the study that the legal aid system of trade unions in the new era should start from the top-level design,improve the coordination mechanism,cultivate the talent team,innovate the working mechanism and broaden the funding channels,etc.,for its innovation and development.
