政策利益视角下农村宅基地政策执行中的利益增进与分配

Benefit promotion and distribution in the implementation of rural homestead policy from the perspective of policy interests

采用利益分析研究方法,构建政策利益分析框架,对当前农村宅基地管理与利用政策安排进行梳理,得出农村宅基地公共政策的创新和完善应着眼于政策利益的增进和分配2个层面:政策利益增进层面应做到经济利益、社会利益、政治利益、环境利益的协同增进,并最终实现公共利益的增进;政策利益分配层面则需做到保障基本合理利益、维护核心公共利益、补偿受损合理利益、打击非法失常利益、促进主体利益契合,从而形成均衡的宅基地公共政策利益分配结构。

This paper uses the research method of interest analysis and constructs a policy interest analysis framework to sort out the current policy arrangements for the management and utilization of rural homesteads.It is concluded that the innovation and improvement of rural homestead public policies should focus on the promotion and distribution of policy benefits.At the level of policy benefit enhancement,we should achieve the synergistic enhancement of economic interests,social interests,political interests,and environmental interests,and ultimately achieve the enhancement of public interests.At the level of policy benefit distribution,it is necessary to ensure basic and reasonable interests,maintain core public interests,compensate for damaged reasonable interests,combat illegal and abnormal interests,and promote the alignment of main interests,so as to form a balanced public policy interest distribution structure for homesteads.
