生态环境保护领域PPP项目招投标中评审指标与方法的创新与优化研究

Innovation and Optimization of Evaluation Indexes and Methods for PPP Project Bidding in the Field of Ecological Environment Protection

文章分析并指出当前我国生态环境保护领域PPP项目招投标中普遍存在前期研究不足、评审指标体系设计欠缺、评标过程与方法不严谨等问题。通过评审指标与方法的创新与优化研究,建立了匹配生态环境保护行业特点的PPP项目评审指标体系,创新、优化了评标程序与方法,并在此基础上提出了建立招标文件论证制度、强化技术方案评审与监督等措施,以规范、优化项目招标过程。研究成果对规范生态环境保护领域PPP项目评审实务,提高评审质量,具有一定的理论价值和实践意义。

At present,there are many problems in the bidding of PPP projects in the field of ecological environment protection in China,such as insufficient preliminary research,deficient design of the evaluation index system and lack of rigorous evaluation process and methods.Through research on the innovation and optimization of evaluation indexes and methods,a PPP project evaluation index system matching the industry characteristics of ecological environment protection is established,thus innovating and optimizing the evaluation procedures and methods.On this basis,measures such as establishing the demonstration system of bidding documents and strengthening the evaluation and supervision of technical schemes are proposed to standardize and optimize the bidding process of projects.The research results have certain theoretical value and practical significance for standardizing the evaluation practice of PPP projects in the field of ecological environment protection and improving the quality of evaluation.
