摘要
公安机关编制标准的科学确定对其他公安人力资源管理活动的科学化有着基础性和前导性的作用,现通过确定影响公安机关警察编制的基本因素,并对其进行影响因素分析,为公安机关警察编制分配指标的选取提供依据,力求将“实然”与“应然”相结合,在分析公安编制配置实情的同时,不忘探究其理性的演变,使警力配置趋于最优整合。
Scientific identification of budgeted post standards for public security organs plays a basic and leading role in achieving a scientific orientation for other human resource management activities.By clarifying basic factors affecting budgeted police posts of public security authorities and analyzing the influencing factors,this paper provides index bases for the design of budgeted police post distribution model for public security authorities at an attempt to combine the actual state and the ideal state.While analyzing the practical situations of public security budgeted post distribution,this paper also explores the reasonable evolution so that the police budgeted post distribution can achieve the optimal integration.
