摘要 传统矿产资源确权主要是采取人工外业的方式,围绕自然资源类型、自然状况、权属状况、公共管制信息等开展补充调查。倾斜摄影技术通过借助倾斜实景三维大数据,改变了传统的调查模式,解决了信息多元化问题,提高外业效率,降低外业强度,尤其是对于地形复杂,人员难以到达地区,具有明显优势。为贯彻落实自然资源统一确权登记部署,探索开展三维登记模式,本文提出一种基于Skyline平台及无人机倾斜航摄技术的矿产资源实景三维登记模式,改变传统矿产资源登记管理标准不统一、分类不规范、数据信息不全等问题,以2016年济南某矿产资源三维登记管理系统设计为例,对未来各种类型的自然资源统一确权三维登记模提供参考。 The traditional way to determine the right of mineral resources is to carry out the supplementary investigation on the types of natural resources,the state of nature,the state of ownership and the information of public control.With the help of the 3D large data of the inclined real scene,the inclined photography technology has changed the traditional investigation mode,solved the problem of information diversification,improved the efficiency of field work,and reduced the intensity of field work,especially for the areas where the terrain is complex and it is difficult for the personnel to reach,has a distinct advantage.In order to implement the unified right-based registration and deployment of natural resources and explore a 3D registration model,this paper proposes a 3D registration model based on the Skyline platform and unmanned aerial vehicle(UAV)tilt aerial photography,to change the problems of the traditional mineral resources registration management standards are not unified,the classification is not standardized,and the data information is not complete,taking the design of a 3d mineral resources registration management system in Jinan as an example,this paper provides a reference for all kinds of three-dimensional registration models of natural resources.
