博物馆公共安全应急管理现状调研分析及策略探索

Research and Strategy of the Current Situation of Museum Societal Security Emergency Management

按照国家文物局与中国国家博物馆合作项目《博物馆公共安全应急管理规范》的要求,项目组于2021年上半年在全国范围内对各级各类博物馆的公共安全情况进行了调研。本文总结了调研中所发现的在博物馆公共安全和文物保护工作中,特别是在应急管理方面所存在的普遍问题,对在解决问题上所进行的探索进行了阐述。根据国内外文物保护研究领域发展趋势,本文指出了应尽快完成制订行业标准《博物馆公共安全应急管理规范》的必要性,并介绍了该行业标准的结构框架,从而实现可以有针对性地解决实际工作中在博物馆应急管理方面所存在的问题。不仅如此,该行业标准的制订还可以使我国在博物馆应急管理方面填补国际空白并居领先地位。

This article is part of the phased achievements of the project “Regulations on Emergency Management of Societal Security in Museums” of the National Cultural Heritage Administration.In the first half of 2021,the project team conducted a nationwide investigation on the Societal Security of museums.In this article,the general problems in the protection of museum cultural relics discovered during the investigation,especially in emergency management,are summarized,and the exploration of solutions is discussed.Based on domestic and international trends in cultural relics protection research,this article identifies the need to timely complete the development of the industry standard “Regulations on Emergency Management of Societal Security in Museums”,and introduces the structural framework of the industry standard so that it can address the problems that exist in museum emergency management in a targeted manner.The development of this industry standard will also enable China to fill the worldwide vacancy and take the lead in museum emergency management.
