Canada’s “Green Plan for a Healthy Environment”

加拿大被称为“枫叶之国”,拥有丰富的森林资源,森林覆盖率高达41%,为世界第三大林业国。二战以后,加拿大制造业、采矿业及服务业等迅速增长,使其从一个农业经济国家发展成为一个工业化、城市化的国家。加拿大的经济主要建立在市场经济基础之上,高度整台于全球经济之中。随着经济社会的发展,加拿大人越来越认识到生态环境与经济是一个问题的两个方面,健康的生态环境与富于生产力的资源带来的持久的经济效益,是未来发展的基础。

In December 1990, the federal government of Canada released a 10-year“Green Plan for a Healthy Environment”, a package of strategic measures and actions for sustainable development of fores and other renewable resources and nature conservation systems establishment for national parks. By 2000, Canada had completed 4 million hectares’ afforestation, and established 11 model forests with an area of over 9 million hectares. It had built 38 national parks, with another 13 national parks under construction, covering a total area of about 40 million hectares. Harvest ban zones has increased to 83 million hectares, and protected areas of all kinds to 123 million hectares. The total area of both categories of protected area accounts for about 12.3% of the Canadian land territory. The goal of the ambitious Green Plan has been realized.
