China’s Social Security under the Triple Challenges of the COVID-19 Pandemic,Super Aging and New Forms of Employment

全球新冠肺炎疫情、超级老龄化、新型就业对世界各国的社会保障制度提出了严峻的挑战。中国政府和人民面对全球新冠肺炎疫情、超级老龄化、新型就业等不确定性风险,以举国之力,全方位、多举措进行了社会保障政策的有效应对,最大限度地保障了人民群众的生命安全和社会保障权益。中国社会保障对三重挑战的积极应对,体现了中国社会保障制度始终坚持“以人民为本”的价值理性和因时因地选择适应性政策的工具理性的融合与统一。

The COVID-19 pandemic,super-aging and the rise of new forms of employment are posing severe challenges to the social security systems of countries around the world.In the face of uncertainties and risks brought about by the above triple challenges,the Chinese government and people responded effectively with the strength of the whole country and through comprehensive social security policies,protecting people’s lives and social security rights to the greatest extent.The positive response of Chinas social security system shows that the system has always adhered to the integration and unification of the value rationality of "people-oriented" and the instrumental rationality of opting for adaptive policies according to the circumstances.
