摘要
国家水网建设是国家整体经济安全和经济高质量发展的保障,统筹安全与发展对于国家水网的建设至关重要。现阶段水资源贯穿我国经济社会发展的各个领域,水资源配给不平衡下南北区域经济差异分化逐渐扩大。应针对我国区域发展差异与国家安全形势等问题,以粮食、能源、生态、饮水等国家安全的水资源需求、高质量发展下的水资源需求、新发展形势下的水资源需求为视域,研究国家水网的构建体系,即国家水网的建设应在满足“四大安全(粮食安全、能源安全、生态安全、供水安全)”的基础上,谋篇考虑19大城市群建设、产业优化升级、新技术发展等要素在内的顶层布局。在新时代发展形势的要求下,以水网主骨架大动脉为“纲”,融通区域水网之“目”,筑牢国家水网枢纽之“节”,形成以“纲”串“目”,以“目”补“纲”,以“节”活“网”的国家水网体系。
The construction of the National Water Grid is the guarantee of the overall economic security and high-quality economic development of the country.Ensuring both development and national security is critical to the National Water Grid.At this stage,water resources connect with all fields of China’s economic and social development,and the economic differences between the north and the south are gradually expanding under the imbalance of water resources allocation.In view of the differences in regional development and the national security situation in China,the research probe into the systemized construction from the perspective of the water resources demand of national security(such as food,energy,ecology and drinking water),the water resource demand under high-quality development,and the water resource demand under the new development situation.The study holds view as follows:the construction of the National Water Grid should be based on meeting the“four guarantees(food,energy,ecology,drinking water)”,and consider the top-level layout of the 19 major urban agglomerations,industrial optimization and upgrading,new technology development and other elements.Under the requirements of the development situation in the new era,build the main skeleton artery of the National Water Grid as the“outline”,integrate the“item”of the Regional Water Grid,strengthen the“section”of the National Water Grid,forms the National Water Grid System with connective“outline”,supportive“item”,and active“section”.
