欧盟资历框架对粤港澳大湾区资历框架构建的启示

Enlightenment of EU Qualification Framework on the Construction of Qualification Framework in Guangdong,Hong Kong and Macao Bay Area

欧盟资历框架为欧洲教育共同体的建设、人员流动战略的实施发挥了重要的促进作用。推进粤港澳大湾区教育共同体建设,促进大湾区文化教育层次上的深度融合,是大湾区人才发展与流动的现实需要。欧盟资历框架的实施与发展历程对我国粤港澳大湾区资历框架的建设具有一定的借鉴价值。基于此,以欧盟资历框架的发展现状作为出发点,分析欧盟资历框架的实施特点,得出以下启示:确定合适的学习成果分类基础、构建桥梁作用突出的资历框架、搭建移动端数字平台作为辅助工具、构建完整的多机构行政体系。

The EU qualification framework has played an important role in promoting the construction of the european educational community and the implementation of the personnel mobility strategy.Promoting the construction of education community and promoting the deep integration of culture and education is the practical needs of talent development and flow in of Guangdong,Hong Kong and Macao Bay Area.The implementation and development of the EU qualification framework has a certain reference value for the construction of the qualification framework of Guangdong,Hong Kong and Macao Bay Area in China.Based on this,taking the development status of EU qualification framework as the starting point,this paper analyzes the implementation characteristics of EU qualification framework,and obtains the following enlightenment:determine the appropriate classification basis of learning achievements,build a qualification framework with prominent bridge function,build a mobile digital platform as an auxiliary tool,and build a complete multi agency administrative system.
