西梧桐河“一河一策”方案编制探讨

Discussion on Planning of One River and One Policy for Xiwutong River

“一河一策”方案是党中央、国务院全面推行河长制的重要组成部分,是实施河湖治理的指导性方略。文章从水资源保护、水环境等方面分析了西梧桐河存在的主要问题,科学地提出了管理保护措施,为黑龙江省河湖治理“一河一策”方案编制提供了参考。

The plan of one river and one policy is an important part of the implementation of the river chief system pursued comprehensively by the Central Committee of the Communist Party of China and The State Council,as well as a guiding strategy for river and lake governance.This paper analyzes the main problems existing in the Xiwutong River from the aspects of water resources protection and water environment,and scientifically puts forward the management and protection measures,which provides reference for the compilation of"one river and one policy"plan of river and lake control in Heilongjiang Province.
