公共图书馆文化治理功能的表征与实现

Representation and Realization of Cultural Governance Function of Public Library

社会治理共同体的建设有赖于公民素质的整体提升,公共图书馆是国家实现文化治理的重要媒介,是实现公民培育的重要空间。公共图书馆的文化治理功能以实现个人自治为目标,具有社会性、开放性、协同性、福利性、潜隐性这五种特征,并遵循公众权益原则、共同协商原则和充分表征原则。公共图书馆运用各种策略与机制将其文化治理功能有效地作用于社会公众,空间、资源及服务提供了公共图书馆实现文化治理功能的重要表征途径,由此获得公众的文化认同和审美自治,促进社会和谐,增强社会凝聚力。

The construction of social governance community needs the overall improvement of citizens’quality.The public library is an important medium for the country to realize cultural governance and an important space for the cultivation of citizens.The cultural governance function of public library aims at realizing individual autonomy.It has five characteristics of sociality,openness,synergy,welfare and latent,and follows the principles of public rights and interests,common consultation and full representation.Public libraries use various strategies and mechanisms to effectively affect their cultural governance function on the public.Spaces,resources and services provide important representation ways for public libraries to realize their cultural governance function,so as to obtain public cultural identity and aesthetic autonomy,promote social harmony and enhance social cohesion.
