功能性嵌入:新时期乡村监督体系的组织运行机制——基于鄂东南S镇纪检监察机构改革的实践考察

Functional Embeddedness:the Organization and Operation Mechanism of Rural Supervision System in the New Era——Based on the Reform Practice of Discipline Inspection and Supervision Institutions in S Town in Southeast Hubei

当前,我国正处于治理体系和治理能力现代化的关键时期,国家试图通过推动监督体制改革来强化行政权力的合规性运行,进而降低基层治理场域中可能产生的治理风险。本文基于鄂东南S镇纪检监察机构的改革实践,分析了乡村监督体系进行自我重构的组织结构调整过程,同时依靠重点同步、过程同步、目标同步的方式完成了对乡村治理体系的再嵌入。进一步的考察表明,乡村监督体系的运行逻辑经历了从依附性嵌入到功能性嵌入的总体性变化。借助条块关系的重新调整,乡镇纪检监察机构得以通过具有总领性的问责权介入乡村治理事务的全过程,形成了制度纠偏和提升治理效能的绩效增量,最终改变了以往组织悬浮的合法性困境。

At present,China is in a critical period of the modernization of the governance system and governance capacity.The state tries to promote the reform of the supervision system to strengthen the compliance operation of administrative power,so as to reduce the possible governance risks in the field of rural governance.Based on the reform practice of discipline inspection and supervision institutions in S town in Southeast Hubei,this paper analyzes the organizational structure adjustment process of self reconstruction of rural supervision system,and completes the re-embedding of rural governance system by means of key synchronization,process synchronization and goal synchronization.Further investigation shows that the operation logic of the rural supervision system has experienced an overall change from dependent embedding to functional embedding.With the readjustment of the relationship between sections and blocks,the township discipline inspection and supervision institutions can intervene in the whole process of rural governance affairs through the general accountability power,and finally achieve the performance goal of correcting the system deviation,improving the governance efficiency,and finally changing the legitimacy dilemma of the suspension of organizations in the past.
