紧密型医联体人力资源下沉探索与效率研究——以江苏省某三甲综合医院为例 被引量:8

摘要 目的医联体建设作为优化区域内医疗资源配置的有效手段,在分级诊疗区域辐射、优质资源下沉中发挥着举足轻重的作用,文章分析紧密型医联体人力资源下沉效率并提出优化策略。方法文章以江苏省某三甲综合医院紧密型医联体为例,对派驻人员基本情况、人力资源下沉情况进行描述性统计,运用数据包络分析法通过BCC模型和Malmquist指数模型对人力资源下沉效率进行分析。结果江苏省某三甲综合医院对紧密型医联体中B医院人力资源下沉投入和产出处于最优状态,其他单位人力资源下沉效率较低;2018-2020年全要素生产率总体仍然较低,有人力资源投入冗余与产出不足情况存在。结论在公立医院谋求高质量发展的背景下,针对紧密型医联体人力资源下沉进行探讨并提出优化对策,为今后的紧密型医联体人力资源发展提供依据。 Objective As an effective means to optimize the allocation of medical resources in the region,the construction of medical union plays an important role in the regional radiation of hierarchical diagnosis and treatment and the sinking of high-quality resources.This paper analyzes the efficiency of human resources sinking in the compact medical union and proposes optimization strategies.Methods The paper took a compact medical union in a tertiary first-class general hospital in Jiangsu Province as an example,and made descriptive statistics on the basic situation of dispatched personnel and the sinking of human resources.The efficiency of sinking of human resources was analyzed by BCC model and Malmquist index model using data envelopment analysis method.Results The input and output of human resources sinking in B hospital of the compact medical union for a tertiary first-class general hospital in Jiangsu Province was in the optimization state,while the sinking efficiency of human resources in other units was low.From 2018 to 2020,total factor productivity was still relatively low,and there were redundant input of human resources and insufficient output.Conclusion Under the background of high quality development of public hospitals,the sinking of human resources in compact medical union is discussed and optimization countermeasures are put forward,so as to provide basis for the development of human resources in compact medical union in the future.
