摘要
国家重视技能、社会崇尚技能、人人享有技能是技能型社会建设的实践内涵。在理论内涵上,技能社会建设不仅仅是职业教育学的研究范畴,更涉及经济学、社会学的相关理论,属于一个跨学科的理论议题。经济学关注社会个体的理性选择行为对技能社会的影响;教育学从职业教育体系内部来讨论职业教育体系如何切合经济社会发展的需要;社会学则立足于职业教育体系之外,从社会层面分析技能资本能否促进技能学习者的阶层流动和社会融入。技能形成和技能形成体系概念能够统合技能型社会建设的诸多行动,有助于厘清其中的逻辑机制。技能社会建设不仅仅关乎现代职业教育体系的建设议题,更是关乎社会治理与高质量发展的时代命题。
The practical connotation of building a skill-based society is that the state attaches importance to skills,the society advocates skills,and everyone enjoys skills.In terms of theoretical connotation,the building of skill-based society not only belongs to the research scope of vocational education,but also involves theories relevant to economics and sociology.Therefore,it is an interdisciplinary theoretical issue.Economics focuses on the impact of individuals’rational choice behavior on the skill-based society;education science discusses how the vocational education system can meet the needs of economic and social development from within the system;and sociology analyzes whether skill capital can promote the class mobility and social integration of skill learners from outside the vocational education system.The concept of skill formation and skill formation system can unify various actions of skill-based society building and help to clarify the logical mechanism.The building of a skill-based society is about the establishment of a modern vocational education system,as well as the social governance and high-quality development of the times.
