各民族交往交流交融的历史演进与现代治理——以内蒙古通辽地区为例

Historical Evolution and Modern Governance of Ethnic Interaction,Exchange and Integration:Taking Tongliao as an Example

各民族交往交流交融是我国民族关系的演进形态和主流现象。当前,各民族交往交流交融作为我国民族事务复合性治理的实践路径之一,发挥着重要作用。以“四个共同”和民族事务复合性治理理论为依据,考察内蒙古通辽地区各民族交往交流交融发现,该地区各民族交往交流交融史揭示了中华民族多元一体格局和共同体意识的属性规律,也呈现了从北方游牧民族占据优势到以蒙古族、汉族为主,再到多民族共生的民族关系发展历程。在我国民族事务复合性治理中,与各民族交往交流交融密切相关的党领导下的政策法规类宣传活动、完善民族互嵌式社区环境和社会结构的相关举措,作为重要的实践方法和路径,有力推动了通辽地区民族事务的全域性、综合性治理。

Ethnic Interaction,Exchange and Integration is the evolutionary form and mainstream phenomenon of ethnic relations in China.At present,it plays an important role as one of the practical paths of the complex governance of ethnic affairs in China.Based on the“Four Commons”and the theory of complex governance of ethnic affairs to investigate the ethnic interaction,exchange and integration in Tongliao,which also reveals the pattern of diversity and unity of the Chinese nation and the attributes the sense of community,as well as the development process of ethnic relations from the predominance of the northern nomads to the Mongolian and Chinese Han to the multi-ethnic symbiosis.In the current complex governance of ethnic affairs in China,policy and regulation propaganda activities under the leadership of the party closely related to the exchanges and integration of various ethnic groups,and related measures are important practical methods and approaches to effectively promote the global and comprehensive governance of ethnic affairs in Tongliao.
