国有资产管理视角下央企科技成果转化制度困境及突破对策

How Can Central Enterprises Break Through the Dilemma of Achievement Transformation with Strong Supervision of State-owned Assets?

科技成果转化是科技创新实现经济效益的重要手段。央企拥有丰富的创新成果,是国有经济发挥主导作用的骨干力量,推动央企科技成果转化具有重要意义。政策文本分析和问卷调查结果表明,我国“鼓励、支持、奖励”央企开展科技成果转化,但央企科技成果作为国有资产,还必须遵循国有资产管理的“强监督、防流失、增值保值”等相关原则。通过建立央企科技成果转化与国有资产管理耦合模型,系统分析央企科技成果转化全流程中的制度困境,发现央企科技成果转化制度需要在权益处置、资产评估、人才激励、转化考核、容错机制方面进行改进,并由此提出相应的政策建议。

The transformation of scientific and technological achievements is an important means for scientific and technological innovation to achieve economic benefits.Central enterprises have rich innovation achievements,which are the backbone for the state-owned economy to play a leading role.It is of great significance to promote the transformation of scientific and technological achievements of central enterprises.The results of policy text analysis and questionnaire survey show that China"encourages","supports"and"rewards"the transformation of scientific and technological achievements of central enterprises.However,as state-owned assets,the scientific and technological achievements of central enterprises must follow the principles of"strong supervision","prevention of loss"and"value-added".By establishing the coupling model between the transformation of scientific and technological achievements of central enterprises and the management of state-owned assets,this paper systematically analyzes the institutional dilemma in the whole process of the transformation of scientific and technological achievements of central enterprises.The research shows that the transformation system of scientific and technological achievements of central enterprises needs to be improved in the aspects of rights and interests disposal,asset evaluation,talent incentive,transformation assessment and fault tolerance mechanism,and corresponding policy suggestions are put forward.
