基于风险识别的化工园区道路分级体系的应用

摘要 化工园区是国家经济持续发展的重要支撑,也是安全事故尤其是重特大事故高发风险区域。重特大安全事故不仅给人们的生命财产造成严重损失,更是严重削弱了人民群众的幸福感、获得感。化工园区的道路分级体系除了考虑传统的道路交通分级体系外,还需要考虑化工园区道路位置、功能、承载交通流、与不同风险源的关系等。基于风险识别道路分级方法的提出,将化工园区的静态风险源、动态风险源与道路分级体系的逻辑关系体现为模型算法的影响因子。上述方法在太仓港经济技术开发区化工园区和常州滨江经济开发区应用,形成考虑了风险因子的优化后的道路分级体系,进而为两地化工园区的封闭管理、应急救援组织方案、道路改造、智能设施配置提供了很好的支撑。化工园区的道路交通分级体系能够与动、静态风险源有机结合,更能够为精准施策的治理和园区交通韧性水平的提升创造良好基础。 Chemical industry park is an important support for the sustainable development of national economy and an area with high risk of safety accidents,especially major accidents as well.Major safety accidents not only cause serious losses to people’s lives and property,but also seriously weaken people’s happiness and achievement.Except traditional road traffic classification system,the road classification system in chemical industry park also need consider the road location,function,traffic flow and the relationship with different risk sources.Based on the method of road classification by risk identification,the logical relationship between static and dynamic risk sources and road classification system is reflected as the influence factor of model algorithm.The above methods are applied in the chemical industry parks of Taicanggang Economic-technological Development Area and Changzhou Binjiang Economic Development Area.And an optimized road classification system,which considering risk factors,provides good support for the closed management,emergency rescue organization scheme,road reconstruction and intelligent equipment configuration of the two chemical industry parks.The system can be combined with dynamic and static risk sources,and provide a good foundation for the management of accurate policies and the improvement of traffic resilience level of the park.
