推进基层电子政务网站网络安全保障的路径研究

电子政务网站是政府行政手段的延伸和补充,通过互联网办公,让群众能够享受网上办事、网上办证、网上服务的便捷优势。利用计算机网络技术作用于政务服务和日常公务,发挥信息技术的优点,让基层政务真正“减负”,走上发展快车道,有效推进(县、乡)基层社会发展。但是,网络安全保障问题成为农村基层地区电子政务网站发展的一道“拦路虎”,特别是一些欠发达的基层地区电子政务网络安全保障仍存在严重安全风险,近年来,围绕电子政务网站的基层网络安全事件频发。因此,要着力弥补基层电子政务建设短板,从而更好服务基层群众,推动基层政务服务发展。

e-government website is the extension and supplement of government administrative means.Through Internet Office,people can enjoy the convenient advantages of online work,online certificate handling and online service.Make use of computer network technology to serve government affairs and daily public affairs,give full play to the advantages of information technology,truly"reduce the burden"of grass-roots government affairs,embark on the fast lane of development,and effectively promote the development of grassroots society(county and township).However,the problem of network security has become a"stumbling block"in the development of e-government websites in rural grass-roots areas,especially in some underdeveloped grass-roots areas.There are still serious security risks in the network security of e-government websites.In recent years,grass-roots network security incidents around e-government websites have occurred frequently.Therefore,efforts should be made to make up for the shortcomings of grass-roots e-government construction,so as to better serve the grass-roots people and promote the development of grass-roots government services.
