基于共词分析的医养结合政策策略研究

Strategic research on the change of policies of combination of medical care and pension based on co-word analysis

目的:研究国家层面医养结合政策文献,总结不同阶段政策主题策略变化规律。方法:以国家层面的32篇医养结合政策为研究样本,构筑“数据收集-主题词提取-共词聚类-策略分析”的研究框架,依据词语在文本中出现的位置加权计算词频,使用TF-IDF算法筛选高相关度词语,采用Donohue理论划分高低频词界限,聚类成各阶段主题聚焦点。结果:共提取47个主题词,聚类为9类政策策略,按照主题含义和变迁特征划分为3种策略思路。结论:医养结合工作正稳步开展,已建立科学高效的管理服务体系和资源利用机制,推进智慧服务新格局。政策策略模式多种并存,逐步深化融合,建立健全普惠均等的医养结合服务体系,探索智慧便捷的医养结合服务模式,推动医养结合服务质量优质高效发展为主要策略。

Objective:To study the policy literature on the combination of medical care and pension at the national level,and to summarize the changing laws of policy themes and strategies at different stages.Methods:Taking 32 national-level policies on the combination of medical care and pension as research samples,a research framework of "data collection-subject heading extraction-co-word clustering-strategy analysis" was constructed.The TF-IDF algorithm filters high-relevance words,uses Donohue theory to divide the boundaries of high-and low-frequency words,and clusters them into thematic focus points at each stage.Results:A total of 47 subject words were extracted,clustered into 9 types of policy strategies,and divided into 3 strategic ideas according to the theme meaning and transition characteristics.Conclusion:The combination of medical care and pension is being carried out steadily,a scientific and efficient management service system and resource utilization mechanism have been established,and a new pattern of smart services has been promoted.A variety of policy strategies and modes coexist,gradually deepen the combination,establish and improve a comprehensive and equal medical and pension service system,explore smart and convenient medical and pension service models,and promote the high-quality and efficient development of medical and pension services.
