高等继续教育管理改革进展、问题与策略

Research on the Progress,Problems and Strategies of Higher Continuing Education Management Reform

近年来,河南省一些高校在组织管理、校外教学点管理、学费分成管理、学费收缴管理和教学形式管理等高等继续教育管理改革上取得诸多重大进展和成就。个别高校存在重视程度不足、办学动机偏差、管理规范性较低、管理信息化推进缓慢和长期未能调整学费标准等问题,制约了河南省高等继续教育的高质量发展。为此,应采取加强学校统筹协调、端正办学动机、加强教育治理、加强教育信息化建设和发挥高校联盟作用等措施,促进河南省高等继续教育管理的科学化、规范化和信息化发展。

In recent years,some colleges and universities in Henan Province have made significant progress and achievements in the reform of higher continuing education management,such as organizational mechanism,off-campus teaching sites,tuition sharing,tuition payment and teaching forms.The high-quality development of higher continuing education in Henan Province has been restricted by some problems,such as lack of attention,deviation of schooling motivation,low management standardization,slow promotion of management informatization and long-term failure to adjust tuition standards.Therefore,measures should be taken to strengthen the overall planning and coordination of colleges and universities,correct the motivation of running schools,strengthen educational governance,strengthen the construction of educational informatization and give full play to the role of university alliance,so as to promote the scientific process,standardization and informatization of higher continuing education management in Henan Province.
