摘要
基于Super-SBM模型对长三角26个城市2007—2019年财政环保支出效率进行测算,并运用模糊集定性比较分析方法对财政环保支出高效率的影响因素进行组态分析,从而识别效率提升的多元路径。结果表明:长三角城市群的整体财政环保支出效率呈平稳上升的态势,但城市之间差异显著;城市财政环保支出效率依赖于区域经济发展、对外开放、科技创新、产业结构、城市化多因素的综合作用,任何单一条件因素均无法单独决定财政环保支出的高效率;引致财政环保支出高效率的前因构型共有“高质量发展驱动型”“创新驱动型”和“特色产业驱动型”三组。因此,长三角城市群应进一步加强区域环境的协同治理,探寻提升财政环保支出效率的多元化路径。
Based on the super-SBM model,the fiscal expenditure efficiency of environmental protection in 26 cities in the Yangtze River Delta from 2007 to 2019 is measured.Furthermore,the fuzzy-set qualitative comparative analysis method is used to analyze the influencing factors and the multiple improvement paths of high fiscal expenditure efficiency of environmental protection from the view of configuration.The results show that the overall fiscal expenditure efficiency of environmental protection in the urban agglomeration in the Yangtze River Delta exhibits a steadily upward trend,but there are significant differences among cities.The fiscal expenditure efficiency of environmental protection depends on the comprehensive effects of regional economic development,level of opening up,scientific and technological innovation capability,industrial structure and urbanization,and any single conditional factor cannot dominate in the high fiscal expenditure efficiency of environmental protection alone.There are three main formation paths leading to the high fiscal expenditure efficiency of environmental protection,namely“high-quality development driven model”,“innovation driven model”and“characteristic industry-oriented model”.Therefore,the collaborative governance of regional environment in the urban agglomeration in the Yangtze River Delta should be further strengthened,and multiple improvement paths for the fiscal expenditure efficiency of environmental protection should be explored.
