摘要
本研究以中国的干部教育培训影响为例,实证检验培训对公职人员公共服务动机的影响。本研究关注参加短期培训项目对个体公共服务动机水平的影响,通过向参加高校短期干部教育培训项目的公职人员发放问卷,建立了319个前后测对应的样本,将前后测的数据进行对比,并以公共服务动机的变化幅度为被解释变量建立回归模型。实证分析发现:参加培训前后,学员的公共服务动机水平存在显著差异;参加培训使学员的公共服务动机整体和各维度水平有所提高;并且公共服务动机的变化幅度受培训效果及课程时长的影响。本研究发现干部教育培训能够影响个体公共服务动机,说明中国特色的干部教育培训是提升公职人员公共服务动机水平、激发各级党和国家机关干部“为人民服务”内生动力的有效途径。由于干部教育培训是中国特色的重要制度安排,本研究从一个侧面诠释了中国制度优势的内在机制。
In this study,by using People Republic of China’s cadre education system as the study sample,we focus on explore whether the short-term education program will have an effect on cadre’s PSM level.Specifically,we collected 319 samples by issuing questionnaires to civil servants participating education program before and after joining the short-term cadre education program.By comparing their PSM before and after attending the short-term training program,we found there was a significant difference in the level of PSM for the participants.We also noticed that the effectiveness of training and the course content will affect the variation of PSM level.This study confirms that cadre's PSM level can be changed dynamically caused by external factors,which means the short-term cadre education program has a significant effect on cadre’s PSM level and act as an important factor to stimulate the cadre's participation in civil service.Since cadre education is an important part of Chinese system,this study interprets the internal mechanism of China's institutional advantages from one aspect.
