基于知识产权贯标的高校专利质量管控策略与操作实务

Management and Control Strategy and Operation Practice Based on In⁃tellectual Property Right Quality of Management Standard in Colleges and Universities

高校专利质量管控的目标是强化知识产权保护、规避潜在风险,加强知识产权体系建设、进行规范管理,并将此融入科技创新全过程,促进转移转化。为有效解决高校专利质量管控与转化难题,激发创新活力,本研究提出基于知识产权贯标的高校专利质量管控策略,积极响应国家政策,利用好各类资源,主动沟通协调,重点突破、产生示范效应,并给出了高校专利质量管控实务操作方法,通过知识产权贯标建立健全高校专利质量管控统筹协调机制,主要做好组织管理,资源配置,专利全过程管理,循环检查改进,提高知识产权意识。

The goal of patent quality control in colleges and universities is to strengthen the protection of intellectual property rights,avoid potential risks,strengthen the construction of intellectual property rights system,carry out standard management,integrate the whole process of scientific and technological innovation,and promote transfer and transformation.In order to effectively solve the problems of patent quality control and transformation in colleges and universities and stimulate innovation vitality,this study puts forward the strategies of patent quality control in colleges and universities based on intellec⁃tual property rights manegement standard to respond positively to national policies,make good use of various resources,active communication and coordination,break through the key points and produce demonstration effect.This paper gives the practical operation methods of patent quality control in colleges and universities to establish and improve the overall coordination mechanism of patent quality control in colleges and universities through the intellectual property rights manegement standard.The main task is to do a good job of organization management,resource allocation,patent process management,cycle in⁃spection and improvement and to improve the awareness of intellectual property rights.
