教育脱贫:稳定易地扶贫搬迁的根本保证——以贵州省榕江县为例

Education out of Poverty:The Fundamental Guarantee for Stable Poverty Alleviation Relocation:A Case Study of Rongjiang County of Guizhou Province

易地扶贫搬迁向来是脱贫攻坚中的一块“硬骨头”。榕江县作为国家深度贫困县,贵州“9+3”贫困地区之一,为早日打赢脱贫攻坚战,其以易地扶贫搬迁为突破口,坚持以户为基础,探索创新搬迁入住“户户愿”、问题解决“户户见”、就业增收“户户稳”、旧房拆除“户户清”、后续扶持“户户享”的“5个到户”工作机制,高标准、高质量完成易地扶贫搬迁工作,成为贵州省第一个通过“十三五”易地扶贫搬迁省级综合评估验收县。从教育保障的视角,围绕基本做法、主要经验、存在问题、对策措施等方面进行探讨,总结了易地扶贫搬迁后教育保障的规律和工作经验。

Poverty alleviation relocation has always been regarded as a“hard nut”in poverty allevia⁃tion.Rongjiang county,as a country with deep poverty and one of the“9+3”poverty-stricken areas in Guizhou,aims at winning the battle of poverty alleviation as soon as possible.Taking alleviation re⁃location as the breakthrough point,Rongjiang county adheres to the basis of household,explores and innovates the“five to household”working mechanism,namely“household wishing”for relocation,“household seeing”for problem solving,“household stability”for employment income increase,“household clearing”for demolition of old houses and for“household enjoyment”for subsequent sup⁃port,based on which Rongjiang county has completed poverty alleviation relocation with high quality,and become the first county in Guizhou province to pass the provincial comprehensive evaluation on poverty alleviation relocation during the 13th five-year plan period.From the perspective of education⁃al guarantee,this paper discusses the basic practices,main experience,existing problems and coun⁃termeasures,and summarizes the laws and working experience of educational guarantee after reloca⁃tion.
